I am on a listserve called IceBike, with other cyclists all over the northern US, Canada and a few in Europe. I would think if there is such a thing I would have heard about it. I can only imagine that the liability for such trails would be huge, more than any government agency would want to deal with. Also, ice trails would only really be useful for people with studded tires, which very few people have. Considering that ice is, for most people, strongly associated with very painful falls on a bike, I doubt anyone has even thought of it (before you of course).
