It's not a bike trail (in fact bikes are prohibited), but Ottawa maintains a "skateway" several kilometres long on the Rideau canal. The government maintains the surface and posts flags to indicate ice conditions.
If you had more room (the Rideau is pretty narrow) and fewer skaters, you could probably do something similar for bikes. But it would cost money to maintain the surface and monitor conditions. I'm not sure there would be enough interest to justify the expense. But the Skateway is pretty cool.
