Just a short note to say how I try to start a conversation about "bad"
cyclists.

"I believe that ALL road users should obey ALL traffic laws, ALL the time.
That includes coming to a full stop before crossing the stop bar at
intersections, not speeding, yielding to pedestrians, signaling turns and
lane changes, not tailgating, giving other road users sufficient space and
courtesy. So I am not going to justify law breaking by any road user.  Let's
talk about what we can do to both cut down on deaths and injuries on our
roads and educate all road users about the importance of obeying traffic
laws."

If you are addressing a group, you could ask them to raise their hands if
they did not break any traffic laws - especially the ones mentioned above,
on their way to the meeting. I then admit that I myself probably break a few
every day, both driving and biking, so I'm not holding myself out as a
perfect example. Most will realize that regardless of their method of
transportation, we all break traffic laws. It also helps cut down on the "us
vs. them" mentality.
