A large part of this problem appears to be that dumpster lids are thrown open and left open, so paper and plastic items are easily blown out by the wind. This occurs in many areas, including along the Greenbush Connector along the Regent Street area apartment rows.
I believe it would be a simple and effective solution to require that all dumpsters (on the planet - not just in Madison and Dane County, but that's where we can start) be retrofitted with a simple steel cable that prohibits opening the lids more than about 45 degrees. That should allow easy filling and emptying, while keeping them closed when not in use.
