I see what you are saying, but I can think of 2 reasons why the cable idea won't be implemented (other than cost)
1) Emptying: I think the lids need to be able to swing freely open when they are dumped 2) Safety: Unfortunately, even though we all know it says "do not play in or around dumpster", kids, pets, etc do get stuck in dumpsters from time to time, and again the lids need to swing freely open. Maybe there is another solution out there.... such as a "don't fill past this line"... oh wait, that would mean folks would have to follow directions.
