I second Matt's feelings about East Mifflin, and second his question about
the whys of their reluctance?  It sounds more like a bicycle second-class
citizen than a bicycle boulevard.  Typical TE, not to do anything to slow
down their precious motorists, even when there is a six-lane Autobahn one
block over.
