The funny thing is that according to Google maps, Crest line drive runs North/South, so the bicyclist wasn't heading "EB". And this is key to making a determination about how well lit the area was since there is a street light on the southeast corner of the intersection plainly visible from the street view of google maps. If the bicyclist was heading north (and not riding on the left side of the street), then the cyclist was probably visible directly under the street light.
