Yup, you are right. It is pretty sparse, and that's not good. I know as much as you do, also from Brenda's blog, except that I am already familiar with HAWK signals.
I'm trying to get Traffic Engineering to provide more info, so the public can see it BEFORE the meeting Tuesday. I'll let you know if/when it gets posted.
