The federal government has a chunk of money that it promises to the
states for transportation projects, which I think is more or less the
amount of federal gasoline taxes from the respective states. But
Congress decided to take some of that money for some other purpose.
And for some reason, they're asking the states to explain how they're
going to deal with the loss of this expected money.

This is your opportunity to tell Doyle how to juggle priorities. If
you've made substantial donations to any of his election campaigns, he
might even listen to you.
