"Recission" means that money that the state thought it had now needs to be
given back to the federal government.

Wisconsin gets money from the feds for transportation funding - everything
from transit aids to harbors to road building to bike/pedestrian projects.
Often each of these categories has its own little pot and name, but all
together, Wisconsin has received a total amount in transportation money from
the feds.

Then the feds say, "Oh, sorry, we need some of that money back." In some
cases they will say, "Please give us 0.1% of each of those pots of money."
In other cases, they just say, "Give us back $30 million, and you can decide
where to get that money: road pot, harbors pot, bike/ped pot, transit pot,
etc."

What often happens is that all that money comes out of the tiny bike/ped
projects pot of money, possibly decimating the entire amount of money.

What we would like is for all the pots of money to give the same proportion
of their funding, as in the first choice above. That way we don't lose all
of our bike/ped money, and all modes of transportation have to make a small
cut.
