Ooops, there goes a big chunk of the road "user fees" on something else.
Guess what we typically use to fill in the gaps (when we don't merely forego
maintenance)? Yup, property taxes. And I bet mine are higher than yours if
you don't live in Madison. (note that I'm happy to pay my property taxes
because it gets me great schools and a great place to live, but it kind of
rankles when someone suggests I'm not paying for the road because I ride a
bike on it sometimes instead of driving my car).

The federal government has a chunk of money that it promises to the
states for transportation projects, which I think is more or less the
amount of federal gasoline taxes from the respective states. But
Congress decided to take some of that money for some other purpose.
And for some reason, they're asking the states to explain how they're
going to deal with the loss of this expected money.
