Yet a quick Google search showed you are or were employed by the Water Utility as Finance Manager. Omitting that key fact seems designed to minimize taxpayers' ability to address their concerns to you. If constituents don't know where you work and don't know that the point of resistance here is your intractable stance, then it appears you are, at least by omission, attempting to prevent constituents from requesting even the most basic level of responsiveness from the Water Utility, and from laying responsibility where it belongs: at the Water Utility, not the DNR. Reforms at the Water Utility not long ago, due to operational and communications concerns, prompted Mayor Ciezlewicz to remove general manager Denig-Dakroff.
