To follow up on Chuck's post, yes, University Ave is designed and signed as a two way street on which motorized traffic is restricted to one direction only. The eastbound bike lane is on the south side of the street because that is where eastbound traffic operates, and allows for smooth transitions to/from this lane from either end. The median divider between the eastbound bike lane and the westbound traffic lanes separates the traffic moving in opposite directions, and thus the keep right signs (icon of the median divider with an arrow on it's right side) on the end of the median at each intersection are necessary to indicated the two-way nature of the street, as they are any place else where we use a median to separate traffic moving in opposite directions, including on pedestrian crossing islands.
