There are three phases to the signal at University and Randall.

1)  Eastbound (Bike lane) and Westbound - both red

2)  Eastbound (Bike lane) and Westbound - both green

3)  Eastbound (Bike lane) RED and Westbound - GREEN LEFT TURN ARROW.

In the past I have noted two violations here.

*   In the BOTH GREEN phase westbound left turning cars do not yield to 
straight ahead
    eastbound bikes.
*   In the WB left turn arrow and the EB RED phase eastbound bikes do not stop.

 I have had trouble at other intersections when traveling EB in the bike lane.  
One comes to
mind during the state high school basketball tournament.  I had to stop 
suddenly at University
and Francis when a car turned in front of me.   I "tracked" the offender down 
and asked him
why he did it.  He said "I had a green light".

I am familiar with the light at University and Park where cars turning left get 
an arrow and
