It would seem to me that the first step would be to add a white, solid
"fog line" separating the extra-wide parking/bike lane from the travel
lane in each direction. This line would end before intersections
allowing a left-turn and a right-turn/through lane in each direction. I
think the fog line would work without the signs, but not vice versa.
