I agree Robbie: you never supported the project yet I recall you wanted congestion cleared up as a condition of the UW Research Park II. And, I also agree that Dane County doesn't contribute adequate resources to the decaying County Trunk Highway system. When last I discussed the matter with Alder Clear, the County had yet to enter into a contract to fix University Avenue from Segoe to Allen Blvd, yet. Hopefully, that has changed and hopefully the County will help finance the bike lanes, including necessary property acquisition, to construct those lanes.
A balanced transportation system is, well.balanced. Sidewalks, bikepaths, local and collector roads, arterial roads, trains, and airports. Larry D. This, of course, is my favorite boondoggle - the infamous S&M Intersection (County S & County M, for those who aren't familiar with the derivation of the name.) I tried for three years to get this removed from the city budget. These are two county roads, and they are being expanded principally because of traffic from outside the City, yet the County is only putting up $1 million of the $9 million local share. AND, this intersection is only a portion of the entire Hwy M expansion. The whole expansion will run about $36 million, of which Madison will pay about $20 million out of your property taxes. The balance will come from federal funds. The new University Research Park was often cited as a reason this intersection expansion was needed right now. It seems the UW Research Park administration wouldn't move forward until they were assured the expansion would happen. With the economy slow, and the expansion of both the office and nearby residential at a standstill, maybe the intersection work should also be delayed. On April 11, 2011, the City of Madison informed STEVE'S Wine-Beer-Spirits on Mineral Point Road, that the proposed redevelopment at the corner of Mineral Point Road and Junction Road is moving forward and our store will be torn down. The plan involves an overpass, a "jug handle" and a bike bridge. What it does not involve, is a home for our small, local business! STEVE'S has been told to vacate by February 2010. STEVE'S is being forced to move in less than 10 months! Do we need this development? The proposed intersection project is set to cost $18 million dollars - half will be federally funded and half locally funded. Dane County will pay for one million of the 'local' 9 million dollars with the taxpayers of the City of Madison being on the hook for the remaining 8 million dollars! Given the 27 million dollar budget shortfall the the City is currently facing, a less expensive option should be explored. The busiest intersection in the City, Hwy 151 and Hwy 51, is able to operate efficiently with additional turn lanes. There is no overpass! There is no jug handle! Currently Pleasant View Road (west of Junction Road) is being reworked and extended into Hwy M, with the intent of taking pressure off of the Hwy M (Junction Road) artery. Wouldn't it be logical to wait and see what effect this change has on the traffic counts at the Junction Road/Mineral Point Road intersection before going forward with such a costly undertaking. It seems to us that the CIty engineers have no desire to be fiscally prudent. What can you do to help? Call and voice your opinion.
