Actually, Mark Shahan and I at LRTPC put in, as a requirement of Phase B, the development of a high capacity transit corridor. We all know that congestion will never clear up.
As a matter of fact, a lesson of CNU and other urban thinkers is that congestion is the natural state of cities. But it is not just car congestion, it is a good type of congestion, and it is a slow speed congestion. There is congestion of pedestrians, transit, bikes, commerce, social contacts, ideas, and many other good things. Look at State Street, one of the great walking, eating, biking, and social streets in the Midwest. It is very congested. But no one is trying to clear up that congestion, because it is good congestion. When we prioritize moving cars, and not appreciate the social, environmental, and financial benefits of urban congestion, we will ultimately fail on all counts.
