I recall that the project goal included the extension of the restricted bus
lane beyond the West Beltline.  The plans for the intersection are unique in
that the first criteria was to get bikes/peds through the intersection
safely.  Only then were the motor vehicles addressed.  That concept added
considerable cost to the project.  

 

But we have always disagreed on the necessity of balancing transportation.
And, I don't think that Dane County's lack of interest in the County Trunk
Highway system should be used as a reason against a good and necessary
project.

Actually, Mark Shahan and I at LRTPC put in, as a requirement of Phase B,
the development of a high capacity transit corridor. We all know that
congestion will never clear up.

 

As a matter of fact, a lesson of CNU and other urban thinkers is that
congestion is the natural state of cities. But it is not just car
congestion, it is a good type of congestion, and it is a slow speed
congestion. There is congestion of pedestrians, transit, bikes, commerce,
social contacts, ideas, and many other good things. 

 

Look at State Street, one of the great walking, eating, biking, and social
streets in the Midwest. It is very congested. But no one is trying to clear
up that congestion, because it is good congestion. 

 

When we prioritize moving cars, and not appreciate the social,
environmental, and financial benefits of urban congestion, we will
ultimately fail on all counts.
