I've been using EL wire like this on my bike for years at Burning Man. It does a great job of letting people know where your bike is, comes in all sorts of colors, and can be set to blink as well. I even use some on my commuter bike once it starts getting dark out.
I wouldn't use it as a sole source of light, but I think it does a good job of catching the eye and since it's "different" it may do a better job of getting people to watch out for your bike. If you're interested in trying it out, just google "el wire". I didn't see the price for this stuff, but I'm confident you can find it cheaper at someplace that isn't selling it as a bike specific accessory.
