Although it's a huge pain in the butt, now that we all have cameras in our pockets, I would take a few pics to document the situation. Note time, date, exact location, name of company who owns the vehicle, etc. That's mostly to document the problem if you need follow-up or evidence later.
Then you have a choice whether you want to send the pics directly to who???? Zoning? Parking Enforcement? Traffic Engineering? Maybe Arthur can help out with the proper department referral, but I'd make sure it goes directly to that department with as little delay as possible. I have also used the Report A Problem form on the city's web site with pretty good luck. There is now a category labeled Bikeway Concerns. Inside that category, there are choices for Debris/Obstruction/Encroachments or Construction/Detour. I'd pick one of those for this situation. There isn't a place to attach a photo, but you can note in the comments that you have pics, if needed. Finally, I'd send a note, with the photo, to the company so rudely blocking the path. Just ask them to ask their drivers to please park where users of the right of way (including bicyclists, pedestrians, people in wheelchairs, parents with strollers, etc.), can get around the truck. If the guy had parked in the street, drivers could have easily gotten around him, right? So could people using the path have gotten around him? Probably not. Maybe the company can train their drivers better. There was a major issue for many years of delivery drivers blocking the counterflow lane on University Ave in the 500 block - in front of the pizza place. Every time I asked the driver to park elsewhere, he said there was nowhere else to park. I finally found out from the Zoning Administrator - Matt Tucker - that the businesses there are required to use a an alley for deliveries. Matt had them trained within a couple of weeks by citing them for illegal parking. Unfortunately, sometimes a little retaining is required, since there have again been trucks parking in the eastbound bike lane. Why can't they park in one of the FOUR westbound travel lanes? Because, of course, a semi driver would never think about parking where he would block a bunch of CARS, right? Right. Sheesh.
