And for this particular circumstance, the request type would likely be: debris,
obstructions, and encroachments. I've only used this service once, but at that
time the city responded fairly quickly.

I've been battling this for years - just ask Robbie (I saw those eyes roll,
missy!) - sometimes a brief chat and explanation to the offending driver can be
quite effective. If the initial friendly explanation doesn't have the desired
effect, a cell phone in hand with a verbal indication that you're calling
someone to come and explain things further will usually elicit some reaction.
And go ahead and make that call if you need to, a blocked bike lane/path is
public hazard. (255-2345 is the non-emergency police dispatch number).
