the path that allows a bike to get from the Yahara bike path into the parking 
lot that continues behind the Washington Square building and at Dickinson 
becomes East Mifflin.  This is a heavily bike corridor and should not be 
blocked.  You have to walk your bike over ice slush and railroad tracks to get

Kathryn is correct, the parking lot is private property and the city does not 
have an easement to allow public use of this parking lot for bicyclists and/or 
pedestrians.  Both the Bike Route and the Mifflin Street Bicycle Boulevard 
connect to/from the Yahara River Path via Dickinson and Dayton Streets.  When 
that property is redeveloped at some point in the future the city will request 
an easement for ped/bike access to continue the Mifflin Street alignment to the 
Yahara River Path for pedestrians and bicyclists.
