Kathryn is correct, the parking lot is private property and the city does
not have an easement to allow public use of this parking lot for bicyclists
and/or pedestrians.  Both the Bike Route and the Mifflin Street Bicycle
Boulevard connect to/from the Yahara River Path via Dickinson and Dayton
Streets.  When that property is redeveloped at some point in the future the
city will request an easement for ped/bike access to continue the Mifflin
Street alignment to the Yahara River Path for pedestrians and bicyclists.
