Could someone explain to me - maybe a lawyer or a cop - why tickets are not
issued automatically when a pedestrian is hit in a crosswalk? It seems to
me that all four of these pedestrians were in the crosswalk, only one of
whom was at a signaled intersection, and that person seems to have had the
green.

The driver can go to court to contest the ticket and dispute the charge.
But from the news stories - and I admit the news stories may not have all
the details - it seems the drivers failed to yield to a pedestrian in the
crosswalk all four times. How much clearer can it be?
