I'm a little curious about this too.  Seems to me as though being able to walk 
down the street without fear of getting run over should be a citizen's right, 
and a very basic one at that.

Would issuing a citation on the spot preclude more serious charges later? Why 
not issue a citation immediately if that's the case?
