Definitely a horrible bike crossing now.

I think that by eliminating the lane between broom and north shore (but
leaving it in for the stretch south of north shore) they can switch the
signals on the right turn from north shore onto southbound nolen. Since
there won't be any through-traffic southbound in that lane, right turning
from north shore could happen while nolen through traffic is green. Then
they could get a red when northshore left-turning (northbound) traffic gets
a green and bike ped traffic would end up with a green for all three
segments.

That's a tough one to explain without a picture, but I think it could work.
