However, I don't see how this will help the principal problem
there: The need to wait for two lights to cross from the path
along North Shore Dr to the John Nolen Path - one to cross
the right turn lane, and another to cross John Nolen itself.
Of course, many people don't wait anyway, because that is a
really annoying way to navigate an intersection. Besides,
there isn't nearly enough space to wait on the little island
there.
Maybe the article misrepresented what is going to happen.
From a satellite view, that third lane extends quite a way
onto the causeway. Maybe eliminating the third lane onto the
causeway would also allow the total elimination of the flying
right-turn from North Shore Dr to John Nolen?
