I am personally unaware of any hard cases made specifically for bicycles (unless you count those repurposed buckets).
I've seen a few Pelican Cases <http://pelican.com/> modified to mount onto bicycle racks just like a pannier would. The cases are very durable and waterproof. They also make slim cases specifically hold just a laptop, which could then place into a soft-sided pannier. Pelican Cases aren't cheap, but the protection they offer is fantastic. I have a few smaller cases for other electronics. Ortlieb's Office Bag <http://www.ortliebusa.com/CartGenie/prod-215.htm> is a soft-sided bag with semi-ridged inserts on the bottom and sides, and includes laptop sleeve. I used one for a few years and was very happy with it. Hope this helps.
