Hi Shady-

I have communicated the concerns of neighbors and bikies about safety on the 
bike path from Blount St through the Atwood neighbor to Olbrich to Traffic 
Engineering for several years. I'm sorry it is taking so long, I know it is 
frustrating for many of you who witness the near misses. I agree there have 
been too many near misses and too many crashes.

It is budget season and I have made it a priority to request the improvement of 
this stretch of E Wilson and Baldwin and review the entire Cap Trail for 
enhanced bike, pedestrian and motor vehicle safety. In the rail corridor I have 
been advocating for table-topping (raising) the bike path as it crosses the 
non-signalized intersections. I support  looking at creating a true bike 
boulevard for the E Wilson on-street portion of the bike path and at turning E 
Wilson into a one way street. I've also requested additional street lighting. 
Others on this list have offered good ideas such as bumpouts at Baldwin and 
Dickinson to improve sightlines. I think we need to design a better bike 
boulevard and safer intersections because traffic enforcement is not a reliable 
solution.

I will keep trying to get this addressed. I am copying Mayor Soglin, we are 
meeting later this week to discuss budget issues. The MNA traffic committee has 
discussed this issue. And safety of the Cap City path has the attention of the 
Bikies list as well.

I'm so glad that there are other neighbors asking for a safer traffic situation 
on E. Wilson St. I've spoken with almost every family that lives in the Park 
Central town homes facing the bike boulevard. They all agree that something has 
to be done to make our street safer for bikes and vehicles. I sent the 
following email over a year ago and never received a response from Marsha or 
anyone from the city. I really hope that something happens soon to make Wilson 
St safer before there is another PREVENTABLE death.

I believe an even better solution than stop signs, speed bumps or  round a 
bouts, would be to make the 1100, 1200 and 1300 blocks of E Wilson one way and 
make space for an actual bike path. It scares me so much to see parents with 
their children riding inside of bike trailers and children having to ride their 
bikes in the unsafe, barely marked street. We could just wait for Central Park 
to be built, and there maybe be a bike path, but who really knows how long that 
will be before it actually happens? I am NOT willing to wait for my children 
and neighbors to be safe in 2, 5 or 10 yrs, it needs to happen now! Someone 
suggested getting a petition going. Would that possibly help move things along?

The traffic situation, cars vs bikes, on East Wilson is extremely unsafe and I 
fear for peoples lives. The issues that I contacted Marsha about are:

1. Speeding: It was bad to begin with but IT HAS ONLY GOTTEN WORSE since we 
spoke! I STILL have not seen a single officer or squad car in the 
Ingersoll/Wilson area since construction began. I'm terrified for the bikers, 
especially the young ones, CHILDREN, who are NOW FORCED to bike on the street 
with speeding cars.

2. Inadequate lighting: There is almost NO so called "street lighting" to speak 
of between the 1100 (Ingersoll) to 1300 (Baldwin) blocks of E. Wilson. There is 
only 1 street light near the Few/E Wilson intersection. This is UNSAFE and may 
even be against some city code. I believe that action ought to be taken 
immediately before someone else dies. (The lack of lighting has nothing to do 
w/ current construction or wires, they just don't ex hist!)

POSSIBLE SOLUTIONS:

1. Post an officer during rush hour at the corner of E. Main and Ingersoll. 
Speeders do not seem to be coming off of E Wash, they are coming from E. Main, 
clearly traffic the has been diverted from Willy St.

2. Add street lights ASAP.

3. Add speed bumps or a turn about on E Wilson to try to slow traffic. They 
have them on Mifflin St which is also considered to be a "bike boulevard" and 
is used much LESS frequently.

4. Put in 4 way stop signs or turn abouts at the Ingersoll/E Wilson and 
Baldwin/E Wilson intersections.


I grew up in the WIL-MAR neighborhood and have lived in Park Central Apartments 
for 3 yrs with my children. I have sat and observed many near accidents on the 
"bike boulevard" and 1 unfortunate death that could have been avoided. The lack 
of an actual bike path has been a concern of mine before moving in. I 
appreciate you helping to make our community a safer place to live (and 
travel). Thank you.

pavement, they found that the wire for some of the lights was actually 
installed within that pavement, so it got pulled out because the contractor 
didn’t know about it.  I believe that the plan now is to try to get some 
temporary overhead wires to these street lights to get them running again.  I’m 
not sure how quickly they’ll be able to do this because it will take some

A resident called to say that traffic is speeding on E Wilson between Ingersoll 
and Baldwin. Shady also expressed concern that the lack of streetlighting on

I took a look at road user behavior along Wilson this morning, and I did in 
fact see many people failing to stop as the law requires.  In fact 3 out of the 
first 4 cars I saw failed to stop properly, and actually that number would be 4 
out of 4 if you count the fact that the one car that did stop came to rest in 
the crosswalk rather than behind the stop line.  Clearly, the problem is not 
isolated to bicyclists .

Unfortunately, enforcement is a temporary remedy at best, as I learned from my 
years of experience on the Pedestrian-Bicycle-Motor Vehicle Commission.  It is 
well known by Traffic Engineers that when a cross street (or cross walk) has 
relatively little traffic, traffic controls have little effect for humans 
operating bicycles or automobiles.  Given the fact that enforcement is unlikely 
to produce a long-term benefit, the next best solution is to modify the 
intersection to at least make those people who will continue to run the stop 
signs safer.  I like the idea of adding a 5-foot bump out along Baldwin and 
Dickinson to create a larger safe-area for users on Wilson to use for an 
emergency stop, and to slow down the traffic on Baldwin and Dickinson to reduce 
the potential damage that will occur the next time there is a crash.

Has anything happened with Engineering?

I've spoken with the bike safety people and others at the MPD several times 
this year alone asking that they station an officer on E. Wilson to enforce the 
stop signs for cyclists -- one can sit at any stop sign on the 1200 and 1300 
blocks between 7 and 9 AM, or on the return commute, and record literally 
dozens of cyclists blowing through the stop signs in a few minutes. The best I 
got was the suggestion that this area might be included in an enforcement grant 
at some later date.

While Madison Window Cleaning and Madison Metro drivers have been known to 
speed significantly on our street, by and large our neighbors do not -- when 
they're driving, at least -- and in my experience, the far larger safety issue 
seems to be commuting cyclists on the bike path who seem to feel that breaking 
their cadence is worse than breaking traffic laws and raising the levels of 
risk and mistrust on our neighborhood roads.

Anyone know of any progress from the city on this?

Sure, everybody needs to try to be responsible for themselves. However, there 
are certain spacial arrangements and visual clues on the road which offer the 
impression of the right of way, or of the need to yield. Combined with short 
sight lines and the lack of visual clues to make car drivers consider doing 
less than 10 miles over the speed limit on Baldwin, make this a dangerous 
intersection.
