Long ago, when I was a kid in the Bronx, we had a signal in our neighborhood -- at Mace Ave and Williamsbridge Road -- that did just this. During busy times it ran a standard red/green cycle. When it switched to flasher mode, you could press a button to get a green light to cross Williamsbridge.
It worked fine. If they could do this in New York City back in the fifties, I don't see why we can't do it in Madison in the 21st century. I know that the current lights are not designed to do this but if after activating the button a flashing yellow could change to solid yellow and then red, then autos would get a clear signal and peds and bikes would get a fair shake at crossing safely at the intersections that go to flashing.
