Long ago, when I was a kid in the Bronx, we had a signal in our neighborhood -- 
at Mace Ave and Williamsbridge Road -- that did just this. During busy times it 
ran a standard red/green cycle. When it switched to flasher mode, you could 
press a button to get a green light to cross Williamsbridge. 



It worked fine. If they could do this in New York City back in the fifties, I 
don't see why we can't do it in Madison in the 21st century. 



And the Atwood/Dunning crossing should get similar treatment.

What would make the most sense to me (not an engineer, not a circuit designer) 
is to have a flashing light that can still change when a cyclist or pedestrian 
activates it by pushing a button.  I know that the current lights are not 
designed to do this but if after activating the button a flashing yellow could 
change to solid yellow and then red, then autos would get a clear signal and 
peds and bikes would get a fair shake at crossing safely at the intersections 
that go to flashing. 

Any hope, or would there be unintended costs or consequences that I am glossing 
over?

After further review, the following change has been downloaded to the above 
intersection controller: 
>From March thru mid April, and from 3rd week of September thru October, we

This then provides the overall yearly times of operation according to the

>7 p.m. weekends. 
>From Mid April thru 3rd week of September, signal set to start flashing at 9 
>p.m. every night. 
>From 3rd week of September thru October, signal set to start flashing at 9 
>p.m. every night and 7 p.m. weekends. 
>From November thru February, signal set to start flashing at 7 p.m. weeknights 
>and 6 p.m. weekends. 
  
This will address the concerns raised by xx 
  
There may be complaints raised by motorists for having to stop to what appears 
to them to be for no reason. There is no solution to this concern. Our goal is 
to accommodate a balanced street and this is a major bike crossing we wish to 
accommodate.
