India.  If you want to do that, it would require a steady green for Winnebago 
with on-demand 
green for the path either via push button or in-path actuation.  The in-path 
sensors are 
already there.  This could be do-able now and is done now at select 
intersections late 
evening.

An unintended consequence would be bikers would have to "wait" for for their 
green light - 
even when there is low or no traffic on Winnebago.  (When the lights are 
usually flashing.)

There may be complaints raised by motorists for having to stop to what appears 
to them to 
be for no reason. There is no solution to this concern. Our goal is to 
accommodate a 
balanced street and this is a major bike crossing we wish to accommodate.
