The Governor's proposal to require funded projects to start within 4 years is both a blessing and a curse.
It would require agencies, both those who sponsor projects and those who review them, to be more attentive to schedule. But, it is tough to get a project, such as an inter-urban path with surface water/wetland conflicts through in 4 years. Be careful of this one Bike Fed.
