I, at least, am aware of the blessing/curse. Good local example of the curse is the planned Capital City trail connector from Lake Farm Park along the rail causeway to McFarland, which would open easy access from Madison to all points East and South of the city. It was well on it's way until archaeologically significant discoveries at Lake Farm Park, got delayed while they were studied and now seems to be back on track. (I guess that's a pun).

It would require agencies, both those who sponsor projects and those who review them, to be more attentive to schedule. But, it is tough to get a project, such as an inter-urban path with surface water/wetland conflicts through in 4 years.
