I noticed people aren't sure what to do when a bus is unloading, either.  Less 
of a problem, though, since the bus generally doesn't stop as long as a UPS 
truck.

I took a rare trip to the airport today, and thought I'd detour home 
down Sherman Ave to see the new configuration.  It looks great! 
(Remember, I'm driving, not biking.  I hope it's working well, too.) 
Kudos to Madison TE for the new design!
 
However, there were a couple of UPS trucks parked in the southbound bike 
lane several times (I watched them deliver a few packages), forcing 
motorists to pass them in the TWLTL, and of course, forcing bicyclists 
into the motor vehicle lane.  I tried a couple of ways to report this to 
Madison Police, but in the end, driving safely took priority.
 
Does anyone know if this behavior is tolerated by police?  The bike lane 
is clearly marked with no parking signs.  I believe Police management 
needs to call the UPS station chief and get a firm policy established at 
the company.  I am sorry the productivity of UPS drivers will suffer if 
they must turn into driveways, and more importantly, wait for traffic to 
back into traffic when a delivery is complete, but the rest of us do it, 
and this behavior compromises the safety of all for UPS profit.
