Oh, one of my personal beefs when riding through downtown. When I rode to the Square every day, there was almost always someone parked on Dayton blocking the bike lane. Before parking was allowed on the outer curb of the Square, and there was "No Parking" signs everywhere, that was another problem areas.
Here's an interesting discussion of this issue from Washington DC: http://www.browncafe.com/forum/f6/truck-parking-policy-bike-lanes-345995/ Note this section, which I have heard in the past: "UPS, as well as most major delivery companies, pays a set fee each year in lieu of paying individual parking tickets in major cities. I have been told that we pay $2M per year in NYC alone. This saves both the company and the city time and money." The way I heard it was that some zealous rookie cop was issuing tickets to delivery trucks, so the head of UPS (or regional chief, or some other big-wig) walked into the Mayor's office and said, "OK, how much do we owe you for parking tickets? Just give me a number, and then tell your cops not to bother. It will save us both a lot of time and money." So every year they negotiate a new "fine" for the year.
