Huh, that's funny, if I were to offer to pay a set fee to a local authority in order to routinely violate the law, that would be considered a bribe. It really doesn't matter one whit how much time or money such an abominable policy saves anyone, it does exactly the opposite of what the fine is supposed to do, namely ELIMINATE the ILLEGAL (and in this case, life-threatening) behavior.
