Those in the farther-out area of metro Madison can perhaps provide better information, but my understanding is that the trail portions in the City of Madison can be assumed to be plowed. Outside the city, I think plowing is not done. The exception is that the Cap City Trail is plowed by a volunteer.
So.... Cap City - probably plowed. SW Path - yes Cannonball in Madison - yes Cannonball outside Madison - probably not Badger - probably not. And south of Purcell (the un-paved portion) is used for snowmobiling, so definitely not.
