The state Nonmotorized Recreation and Transportation Trails Council is aware of the emergence of these machines. We'll be attempting to address them. Meantime, state law makes these machines illegal on "bikeways," which include paths and lanes designated for bicycling, with the motor engaged. It's unclear whether state trails fall within the definition of "bikeways." The Wisconsin DNR has come up with a proposed rule to allow them on state trails, but cap speeds at 15 mph. That raises a massive enforcement and incompatibility issue. In some cases, like Capital City State Trail, trails pass over multiple jurisdictions - meaning motors are allowed or banned depending on the location of a segment and no one is going to know what applies where. This is a situation in flux, so stay tuned.
