One way to deal with it is not to enforce based on how fast they are going
(I routinely go over 15 mph without assistance if the way is clear and I'm
feeling energetic), but on the upper speed the manufacturer says it can do.
Or maybe the size of the electric engine.

I think the law regarding mopeds has been changed, but it used to say they
could have a top speed of 35 mph with a 150 lb rider on a flat surface. Now
I think it says they can't exceed a 50 cc engine.
