I think I can tell you and others, in a nutshell, what's going on. DNR, decimated by budget cuts, staff resignations and position vacancies, is looking for revenue. They sense people who sit astride motors have the $ and the willingness to spend them, while those who bicycle or hike do not. In my humble opinion that's why they want to introduce motors to our nonmotorized facilities. Why else would they propose allowing on-off road motorcycles capable of 80 mph on equestrian trails at the Sauk Prairie Recreation Area, which is in the process of being created from the old Badger Army Ordnance Works south of Baraboo, or allowing any motors on our state trails, which have a wide array of users who aren't motorized? The Nonmotorized Recreation and Transportation Trails Council has opposed the Sauk Prairie DNR motorcycle venture, which has been temporarily halted by National Park Service. While DNR answers NPS concerns, we are awaiting to see the result and what our next steps as a council might be.

=v= To answer the question posed in the Subject: line, access
to policies and places designed for lower speed and nonmotorized
conveyance are why marketers bother calling it a bicycle.  And
why they are lobbying bicycle advocacy organizations nationwide
for buy-in.
