Do not see anything in my /var/log/messages about binc so i do not think it is set up for syslog.
Okay ;-). Have you tried restarting the multilog process? It may be hanging for some reason. Also, try
strace -s 128 -f -p <pid of bincimap-up>
after connecting, then just disconnect and post the output of strace to this list. SSL or not, isn't important.
