Don't jump to the trigger, now :-). There are several reason for why this
could be a network problem.

1) xinetd may be attempting a reverse lookup of the connecting IP, and
   waiting until that lookup times out.

2) xinetd may be trying to connect back to the ident service on the
   calling machine, and if the calling machine is firewalled and drops
   packets, that could cause a long delay.

I'd try connecting from other addresses, and also see if you can do a
protocol dump so we can understand what's going on under the hood. I find
it unlikely that it's directly related to Binc IMAP, though, but we will
see.
