You should start it immediately.

Actually, in my opinion, you should have started it weeks, if not
months ago, as there is no penalty for transfering, you do not lose
the remaining time on the domain name.

Waiting till the last couple weeks opens you up for possible problems,
since you have no leeway to account for any possible problem in the
transfer process.
