under either 0.6x or the new 0.7x this is easily done although implemented 
completely differently.  Look at the source for bbkeys and bbpager for hints 
on how to accomplish this under 0.6x.  0.7x follows the ewmh/netwm spec so 
writing one is a) simpler and b) portable across multiple wms including 
sawfish I believe.

hmm, actually I just remembered we have a test app in the test_code module 
called "dance".  What it does is switch workspaces randomly very, very fast 
to test the code.  With just a little changing around this would do what you 
want.  However you want to use the cvs web interface to grab the copy before 
I converted it to netwm which is version 1.3.
