Well, I am glad that I could figure to put a symbolic link named 'tr' under
nls directory pointing tr_TR then.  I have no idea why Mandrake did it this
way, but I think I am putting it right here, because command 'locale'
returns LC_LANG, LC_ALL, etc.=tr, not tr_TR.

Thanks again for the great support.  I am trying to translate the man pages
now.  Is there any trick about this?  I just opened the blackbox.1 file in a
text editor and started to translate it.  I keep the original file open in
another terminal window (by "man blacbox" command) and try not to screw up
the specific notation.
