Here's a crazy idea: XML configuration file. Would it add more flexibility and possibilities to third party configuration tools? Would the extra dependency on expat (or other XML library) be a big no-no? Would making the menu file and the styles XML-based too be a good idea?
The main drawback would be making expat a permanent requirement (once you decide to use XML you have to, you can't enable/disable it at compilation time).
