Unless I'm missing something, I think it makes perfect sense. There are users that have a hard time using the root and workspaces menu as they have their entire desktop covered with windows. There are other users that would like the menu to be a whole lot more (i.e. adding a 'Run Command' textbox to the menu [Tony Stavely], or making the menu keyboard searchable [me])
For both these groups pulling the menu out of Blackbox into a bbtool is the best way to go. The former will get a smaller (and faster?) Blackbox. The latter will get everything they have always wanted in a desktop menu.
