I don't actually use bsetbg, but doing a quick hunt, both the readme and
'bsetbg --help' shows the following:
bsetbg -app <application> <"command line options"> <image>

This appears to me to mean:
bsetbg -app Esetroot "-s" image.jpg

Just tried it out and it works.  Kewl.  Better change all my themes =)

The readme at: http://lordzork.com/blackbox/readme.bsetbg
gives the example:
bsetbg -app xv "-rbg rgb:27/40/8b -root -rmode 5 -quit" <image>
