Your information is partly correct.  A default Debian install would not
install xv, as it is non-free.  However, during the install, Debina
kindly asks you if you would like to install some non-free software as
well, and if you do, you have the option of installing xv as well.

While Debian differentiates between free and non-free packages, this
does, however, not mean that non-free software is not available for for
Debian.

apt-get will, depending on your /etc/apt/source.list, happily install
whatever it finds, free or non-free.

Also, you could still download the tarball and compile it yourself, if
you can't find the debian-package.
