this "consistency" is not shared by any of the wms I have used in the past or tried recently (-: I mean what I am about to say with out any sarcasm or criticism intended. I would not like it if Blackbox's job became protecting users from their mistakes. I am also a big fan of a window manager staying out of my way. If I said move it better move unless there is a good reason. And despite xOr's willingness to have a two page long configure menu, that is not my goal. Blackbox has never been the all singing all dancing wm for everyone.
